DC Correctional Treatment Facility Annex Project

Advancing Public Safety and Justice

The mission of the DC Correctional Treatment Facility Annex (CTF Annex) is to replace the aging Central Detention Facility (CDF) with a modern, secure, and resilient facility that has the necessary infrastructure to address the critical rehabilitation, treatment, and reentry needs of individuals in the custody and care of the Department of Corrections. This significant investment is key to strengthening and advancing public safety and justice in the District of Columbia.

The DC Department of Corrections (DOC) and DC Department of General Services (DGS) continue to advance planning and procurement efforts for the construction of a new correctional facility. Planning, development, and architectural programming efforts were led by DOC and DGS in partnership with CGL Companies, LLC, and other planning consultants, and informed through engagement with key stakeholders. The conceptual design and design review phases have been completed, and DGS issued a Request for Interest (RFI) in May 2026 to gauge market interest from the construction and development community and seek input on potential project financing and delivery options.
